The stones that crossed the narrow river where Tommy and Ruffles would pass through had been moved far far apart.

"Come on Ruffles, I know you can do it! Just put a little wiggle into it!" Tommy cheered at Ruffles.
12)Ruffles weebled and wobbled on the stones, his paws slipping into the water. He grunted and growled and leaped with all his might.
13)"HORRAYY RUFFLES" Tommy exclaimed! The two friends jittered with with excitement.
14)Though ruffles was small and things were hard for him, he could do everything anyone else could do. It just took a little work.
For the illustrations I am wanting to show Tommy the boy and Ruffles the puppy playing and running and Ruffles flopping around.

Alyssa, I really love the idea for your story! I especially like how you worded the last line. I would change how you word line 10 to "However, today something was different". I'm really excited to see how the end product turns out.
